Oleg Kuvshinnikov: "Vologda Region will increase international cooperation in the field of tourism and culture with the support of the Ministry of Foreign Affairs of the Russian Federation."

The issues of strengthening the international relations of Russian regions with other countries were discussed at the Ministry of Foreign Affairs of the Russian Federation. The Foreign Affairs Ministry became the venue for a meeting of the Council of Heads of Subjects of the Russian Federation. Vologda Region Governor Oleg Kuvshinnikov attended the meeting.

Opening the meeting, Russian Foreign Minister Sergey Lavrov noted that Russia is interested in building up cultural and humanitarian ties with the European countries and North America.

“The demand for cultural goods and services of Russia in the world is constantly growing. We understand that it is not easy to work in the international arena today. Strengthening cultural and educational cooperation with our closest neighbors, with the CIS countries, should remain a priority. It was decided to declare 2023 in the CIS the Year of the Russian Language as the Language for Inter-Ethnic Communication. Of course, it is important for Russian regions to participate and draft an action plan,” Sergey Lavrov said.

The Russian Foreign Minister also stressed that the Russian regions are interested in cooperation with foreign partners, and the Ministry is ready to support their initiatives.

"In general, the active involvement of Russian regions enriches domestic cultural diplomacy, strengthens its historical foundation and opens up new broad prospects for it. The RF Ministry of Foreign Affairs attaches great importance to active participation of the top leadership of the subjects of the Russian Federation. We welcome the increase of all forms of interaction and are determined to support them,” underlined Mr. Lavrov.

At the meeting, Vologda Region Governor Oleg Kuvshinnikov defined guidelines for expanding economic cooperation, attracting investors to the Russian Federation and tourists to the regions of Russia. First of all, this concerns the geographic diversification expansion in the region. The Vologda Region is actively cooperating with foreign partners. It is in the top 20 regions for non-primary exports to foreign countries.

The Vologda Region hosts major industry forums, such as the Russian Forest and the Russian Dairy Forum where experts from other countries come.

Another platform for cooperation is the Russian National Network Association of Healthy Cities, Regions and Settlements that is led by the Vologda Region Governor. It includes 124 municipalities from 29 subjects of the country. The Association cooperates with the Representative Office of the World Health Organization in Russia, the WHO European Network "Healthy Cities" and other partners.

The head of the region also stressed that there is a great potential for strengthening cooperation in the field of culture and tourism. Festival Summer project in Vologda hosts several international events covering different genres and styles of music, literature, crafts and theatre - the Drama Festival Summer in the Kremlin, International Lace Festival VITA LACE and International Folk Crafts Festival “Voice of Crafts”. Oleg Kuvshinnikov invited the Ministry of Industry and Trade and the Ministry of Foreign Affairs of the Russian Federation to become partners of the festivals. The head of the region proposed to develop cooperation with other countries in implementation of an interregional tourism project “Silver Necklace”.

“Veliky Ustyug is a hometown of Ded Moroz, Russia’s counterpart of Santa Claus. But not only residents of Russia, but also other countries are waiting for him. Therefore, I propose to expand the geography of the winter wizard's trips on Christmas Eve and during the festive season,” Vologda Region Governor said.

All the proposals that were put forward at the meeting of the Council of Heads of Subjects of the Russian Federation were included in the final minutes of the meeting.
