RF Ministry of Economic Development and Vologda Oblast signed a treaty on cooperation.
RF Minister of Economic Development Alexei Ulyukayev and Governor of Vologda Oblast Oleg Kuvshinnikov signed a treaty on cooperation at the XII International Investment Forum Sochi-2013 within a framework of the panel discussion “Supporting Foreign Economic Activity. A Regional Perspective”.
The highlights of the panel discussion were such issues as supporting the foreign economic activity of Russian companies, support of Russian export companies by administrations of the federal subjects of the Russian Federation, financial and non-financial support offered to small and medium-sized businesses to stimulate interest in Russian export companies. The speakers also briefed on initial results of the cooperation between the federal subjects of the Russian Federation, the Ministry of Economic Development and trade representatives abroad to promote the foreign economic and investment projects of regional companies.
Foreign economic activity plays an important role in socio-economic development of the Vologda Oblast. The Vologda Region cooperates with 109 countries. The ten largest trading partners of the Vologda Oblast are Belarus, India, Germany, the USA, Brazil, Great Britain, Ukraine, Turkey, Latvia, and Belgium. In 2012 the foreign trade turnover amounted to USD 4,5 bln.
The branch structure of the oblast's economy determines export deliveries of the Vologda Oblast to CIS- and foreign countries. Ferrous metallurgy, chemical and timber industries take a dominating position making up over 90% of the external trade turnover.
Cooperation of the Vologda Optical and Mechanical Plant with Thales Optronics (France) started out a few years ago when the French company launched a new maintenance centre designed to meet users' availability in Vologda. The strategic partnership between Thales and Vologda Optical and Mechanical Plant will bring Russian industry greater independence in providing through-life support for high-tech optical equipment. The maintenance centre is the first step in an ambitious project aimed at jointly developing cutting-edge infrared technologies with Russian industry.
Jointly with Air Liquide (France), Severstal set up its own air separation unit to meet the increasing requirements in oxygen of the Cherepovets site. This unit was designed and assembled by Air Liquide's engineering department. It is the largest air separation unit in Russia and the largest in the world dedicated to steel production. With a capacity of 3,000 tonnes of oxygen a day, it supplies the steel mill with high purity, high-pressure oxygen, as well as nitrogen and argon.
PhosAgro, a leading global vertically integrated phosphate-based fertilizer producer, signed a contract with an international consortium led by Mitsubishi Heavy Industries Ltd for construction of a new, energy efficient ammonia production plant at PhosAgro-Cherepovets in the Vologda Region. The new line is expected to have an ammonia production capacity of 2,200 tonnes/day (760 ths tonnes/year).
The treaty that was signed in Sochi is to define guidelines of cooperation between the RF Ministry of Economic Development and the Vologda Oblast aimed at implementation of investment projects on the territory of the Vologda Oblast.
