Oleg Kuvshinnikov was born in Cherepovets, Vologda Oblast in 1965.
Career and education
In 1991 he graduated from the Yaroslavl technical school of Soviet trade. In 1994 he earned a degree from the Saint Petersburg Institute of Trade and Economics. Oleg Kuvshinnikov received a degree in production management from the Moscow State University of Management in 1999. In 2002 he participated in the Top-100 managers program. His further academic achievements include an MBA from the Academy of National Economy affiliated with the RF Government (2005).
In September 1987 Oleg Kuvshinnikov started working at the Cherepovets Metallurgical Plant, the largest metals and mining company in Russia, as a repairman. From 1985 to 1987 he served in the Armed Forces of the Soviet Union in the city of Kemerovo. In 1987 he returned to the Cherepovets Metallurgical Plant, wh ere he worked his way up from an operative of the 250 rolling-mill to the position of the head of the section rolling shop (2000). From 2000 through November 2006 Oleg Kuvshinnikov held various leadership positions:
- head of the sheet-rolling mill of the Cherepovets Metallurgical Plant (February 2002);
- deputy of the Cherepovets City Duma, chairman of the National Economy Commission (2002-2006);
- member of the United Russia political party (Since December 2003);
- director of the social facilities of OAO Severstal (January 2004 - November 2006);
- member of the Board of Directors of OAO Severstal (2004 - 2005);
- President of the Severstal basketball club (Since 2005).
In November 2006 Oleg Kuvshinnikov assumed his duties as first deputy Mayor of Cherepovets City. In March 2007 he was elected Mayor of Cherepovets wh ere he outvoted his rivals receiving 65, 3% of the vote.
On December 14, 2011 Oleg Kuvshinnikov was appointed Acting Governor of the Vologda Oblast under an executive order of the President of Russia. Vyacheslav Pozgalyov, who previously held this position, was released of his duties as Vologda Oblast Governor ahead of term following his resignation request.
Mr. Kuvshinnikov was confirmed by the regional Legislative Assembly as Vologda Oblast Governor on December 28, 2011. He was sworn into office on the same day, December 28, 2011.
On May 15th, 2014 Mr. Kuvshinnikov requested the RF President to be allowed to terminate his mandate early in order to take part in the gubernatorial election that will take place in the Vologda Oblast in September 2014.
Oleg Kuvsinnikov is the recipient of numerous awards and decorations. Mr. Kuvshinnikov is holder of Academician Bardin Award. He is the author of 11 inventions. He was awarded a diploma of the Russian Ministry of Industry and Science for tangible contribution into development of metallurgical industry.
Mr.Kuvshinnikov's awards include a State Distinguished Service Order, II degree (2003).
In February 2009 Oleg Kuvshinnikov was listed in the Top100 reserve of the managerial staff, under the patronage of the President of the Russian Federation. Russia's Top 100 Managers is a joint rating by the Russian Managers Association and Kommersant Publishing House. It provides an unbiased assessment of Russian top executives' professional reputation.
In April 2009 he was elected as Vice-President of the Union of the Centre and North-West of Russia.
In June 2010 Mr. Kuvshinnikov received a diploma of the RF Ministry of Regional Development for an important contribution to present-day local government.
In October 2010 Oleg Kuvshinnikov was elected as Chairman of the Russian Association "Healthy cities and villages area".
From September 2011 to August 2012 he was included into the Presidential Council for local government development under an executive order of the President of Russia .
In 2012 His Holiness Patriarch Kirill of Moscow and All Russia awarded Oleg Kuvshinnikov the Order of Prince Daniel of Moscow in recognition of his help in building a church of Saint Afanasy and Feodosy in Cherepovets.
In 2012 Mr. Kuvshinnikov was awarded a Commemorative medal "Marshal Vasily Chuikov", an award of the Ministry of Emergency Situations of Russia.
In 2012 the Governor of the Vologda Oblast was awarded a diploma of the Council of Federation of the Federal Assembly of the Russian Federation for his tangible contribution to social and economic development of the Vologda Oblast.
In January and April 2012 Oleg Kuvshinnikov took the first place in Informational Openness Rating for governors of the Russian Federation.
In August 2012 he was awarded a diploma of the Commander of the Western military district for his great contribution to the organization of military-patriotic education of youth, quality training for service in the Armed Forces of the Russian Federation, fulfillment of the established norms of conscription of citizens for military service in the spring of 2012.
From October 2013 till April 2014 the Governor of the Vologda Oblast was a member of the presidium of the State Council of the Russian Federation.
In October 2013 Mr. Kuvshinnikov was appointed a chairman of a working group devoted to preparation for a meeting of the State Council for family issues, maternity and childhood.
"Openness to Media" award was received by Oleg Kuvshinnikov at the 11th Northwest Mass Media Forum SeZaM-2013.
In 2013 the Governor of the Vologda Oblast took 3rd place in a rating of information openness of heads of Russian regions (the rating was made by the National service of monitoring).
In January 2014 the Governor of the Vologda Oblast was awarded the medal of the Judicial Department under the Supreme Court of the Russian Federation "For interaction" of the 1st degree.
In April 2014 Mr. Kuvshinnikov was awarded the letter of gratitude for the active assistance in preparation for the 25th anniversary of withdrawal of Soviet troops from Afghanistan, support of the activities of the veterans ' organizations, perpetuation of the memory of the Motherland defenders and patriotic education of youth.
In May 2014 the Department of the Federal Bailiff Service of the Vologda Region thanked the Governor of the Vologda Oblast for the assistance in organizing and holding of an interregional educational-methodical seminar with senior bailiffs.
In May 2014 the head of Cheboksary City thanked Oleg Kuvshinnikov for the long-term support and assistance in organization of events concerning creation of a healthy urban environment, strengthening of the health system of universal values, improvement of the quality of life of citizens.
In August 2014 Oleg Kuvshinnikov was awarded the Honourary diploma of the Association of Lawyers of Russia for a great contribution to the protection of the constitutional system, to ensure the state sovereignty and security of the Russian Federation and strengthening the rule of law.
In 2014 Oleg Kuvshinnikov was awarded the diploma of the State Duma Committee on Natural Resources, Nature Management and Ecology for the fruitful work, high professionalism in work and assistance in organization of the meeting of the Supreme Ecological Council of the Committee.
The Russian State Social University thanked Mr. Kuvshinnikov for participation in the 1st contest of social development of the regions. The prize named after Alexander Pochinok, a long-time Russian government figure who served as President Vladimir Putin's first Tax Minister was awarded at the Sochi Investment Forum. Over 40 Russian regions applied for participation in the All-Russian contest. The Vologda Oblast took the third place.
In December 2014 Mr. Kuvshinnikov was awarded a naval dirk for the fruitful cooperation in the development and improvement of the system of civil defence, protection of population and territories from emergency situations of natural and technogenic character, fire safety.
In October 2015 Vologda Oblast Governor Oleg Kuvshinnikov received the honoured citizen award which recognises his remarkable contribution into Cherepovets City development.
In February 2016 Mr. Kuvshinnikov was awarded a decoration "For Merit" by the National Defense Control Centre of the Russian Federation.
In September 2016 Oleg Kuvshinnikov was awarded the Order of Merit recognising distinguished contribution to the armed forces development, patriotic up-bringing of younger generation and military personnel management.
Oleg Kuvshinnikov is married. He has three sons.
